The Republic of the Philippines, through the Department of Labor and Employment (DOLE), has created the Philippine Overseas Labor Offices (POLOs) to become the enforcers of its state responsibility abroad for overseas Filipino workers (OFWs):
At present, there are several POLOs situated in various countries where there are large concentrations of Filipino migrant workers.
The POLO is headed by a Labor Attaché who directly supervises the corps of labor personnel, composed of an Assistant Labor Attaché, Welfare Officers, Administrative Assistants, Social Workers, and other support staff.
The POLO in cooperation with the Overseas Workers Welfare Administration (OWWA), an attached agency of the DOLE that serves as a negotiator for distressed OFWs. It handles all labor-related concerns and issues of documented Filipino migrant workers. It is open 24 hours a day for 7 days each week (24/7) to respond to the needs of OFWs at any given time of day.
